International higher education is not only a symbol of the prestige of higher education, but also as a symbol of national development, it has become the definitive policy for the development of higher education in developed and developing countries. In Iran, international higher education has been chosen as one of the policies of the science and technology system in the post-JCPA era. In this sense, efforts are being made to expand the international activities of Iran's higher education system by focusing on specific countries, especially the neighbors and the Islamic world. International higher education has different dimensions, of which student mobility and attracting foreign students is one of its most traditional and important indicators. Employees related to international students need training and development in the attitudinal dimension such as understanding the value of international activities, foresight, understanding cultural differences and customer orientation, in the knowledge dimension, such as awareness of the higher education system and academic fields, awareness of the cultural and social situation of other countries and hospitality, to have a skill dimension such as appropriate communication language, interpersonal interaction appropriate to general and university culture, ability and competence in the accurate performance of educational-student duties. Universities with an international student recruitment approach can design and operate a special training and development package for employees related to international students in line with the priorities identified in this research, using a scientific method and with the help of human resource development specialists.
